okaythe latest gamesrv uses runbbs.bat located in its root directory.
your batch file looks the exact same as mine, except my line is:
c:\bbs\netfoss\nf.bat /n%1 /h%2 c:\bbs\infusion\inf.bat -N %1 %2 %3

it passes the node number fine for me, and does the same in previous
version of gamesrv too (where you get to set the bbs command line in the
configuration, not the default runbbs.bat in the latest)

what kind of error message are you getting?
