People don't avoid speeding because the speed-limit sign says 55.
They stay under 55 because they don't want tickets and higher insurance
rates. And kids, like their driver parents, react to incentives.
Drivers don't see going 70 as "immoral" just because it's illegal. And
many kids feel the same about cheating.
