An update:
I am now able to reproduce the same problem using the UPDCD diskettes on
the new laptop machine. So the good news is that it will be far less time
to update and test vs. burning the CD. The bad news is that I am no closer
to figuring out why the hard drive is "unable to operate" than
before.
