Warrantless Searches Conducted, Homes Raided: From
Investigative Report #189, BNE
_  During the August 4th raid on six sites BNE agents, in a
"gestapo style" move, broke into homes of innocent people not
listed  on warrants. AIDS patients  were shaken from their
beds and thrown out on the street.  Another innocent victim
recovering from a heart attack was also harassed by the BNE
officers. Racial and sexist epithets  accompanied all six raids.
Cocaine Dealer Rewarded: From DEA Report ICM21
_  DEA agents used a known cocaine dealer to attempt to
entrap CBC officials. The dealer received a "reward packet"
for her efforts.
BNE Agents Steal Sick Peoples' Pot: From Investigative
Report#128, BNE
_  BNE Agents intentionally interrupted delivery of low grade
medical marijuana to the CBC, then  attempted to sell the same
type marijuana to the CBC using undercover officers. These
same undercover agents further tried to sell cocaine to CBC
founder, Dennis Peron. Peron had the undercover officers
ejected from the club telling them, "...cocaine dealers are not
welcome here!"
Supporter of Prop 215 Followed: From Men's Wearhouse
Security Records
_  BNE agents followed businessman George Zimmer for
several weeks after Mr. Zimmer contributed to Proposition
215. These agents likewise investigated numerous innocent
individuals who also supported the measure.
Campaign Headquarters Violated: Reported by Prop 215
Officials
_  In blatant defiance of Judge Williams' search warrant
instructions,  BNE agents broke into and searched the offices
of Proposition 215.  Computers, business cards, and a list of
contributors to the campaign were removed from the office.
Subsequent to this action, many contributors were contacted
by BNE agents, questioned and/or surreptitiously investigated.
Threatening phone calls later ensued, "...Stop working for
criminal Prop 215 or suffer the cruel consequences" was the
text of each  call. This pattern of intimidation also occurred at
the home of a nurse-volunteer  for the campaign.
67-Year-Old Co-Proponent  Investigated: Reported by Orange
County Sheriff's Department
_  The threat to democracy is epitomized by the report of an 
investigation of Anna Boyce, RN, 67-year-old co-proponent of
Prop 215 and caregiver to her husband until his death from
cancer in 1995. The Orange County Sheriff's Office declared
Mrs. Boyce "...squeaky clean."
Narcotics Agents Use Fraudulent DEA License Numbers to
Infiltrate Club: From Investigative Report #129, BNE
_ When attempts to dupe the staff of the CBC failed, agents
obtained fraudulent DEA license numbers (physician's federal
authorization to prescribe medication) to further authenticate
their ruse. Oddly enough, this is the same license that the DEA
has threatened to revoke should a California physician
recommend or approve the use of medical marijuana.
Federal Attorney Yamaguchi Clears Peron: From DEA
Investigative Report #R3-95-0162:
_ When BNE agents requested that a federal search warrant
be executed at the Cannabis Club on September 19, 1995, "the
essence of (U.S. Attorney Michael) Yamaguchi's response was
that he had previously asked DEA to provide sufficient
evidence that the Cannabis Club owner, Dennis Peron, was
laundering large sums of drug proceeds for his personal gain
that  were redirected into identifiable personal or real property
assets. Because Yamaguchi was not convinced that DEA had
obtained that evidence. (U.S. Attorney) Yamaguchi told me
(BNE Special Agent Mark Nelson) that he would not
authorize federal search warrants."
Allegations that Minors Present at Club: From Investigative
Report #  156, BNE
_ Minors shown in video tapes made by narcotics agents were
ill and accompanied by their parents. One 15-year-old boy had
leukemia and an 18-year-old suffered from Crohn's disease for
which he was undergoing chemotherapy. One 18-year-old boy
was accompanying his mother who had multiple sclerosis.
Allegations of Wholesale Distribution Proved False: From
Investigative Report #156, BNE
_  Concerning allegations by the BNE of indiscriminate
diversion of   large quantities of marijuana to anyone: when a
narcotics officer  impersonating an AIDS patient was asked by
Peron how he would use a pound of mariijuana that he wanted
to buy, he replied: "I'm not selling it, I've  got a lot of friends
up there (Russian River area) who are sick." The agent stated
he wanted to start a cannabis club for AIDS patients in the 
area.He stated he was "attending the AIDS walk" that week in
Sonoma County and would be be "giving it away".
Abuse of Search Warrants:
_ Judge Williamson of San Francisco Superior Court rubber
stamped 10 search warrants. Forty interrogations without
lawyers present occurred. These interrogations were peppered
with ruses, threats and sexual slurs.
San Francisco Political Narc Slanders SF District Attorney:

_ San Francisco Narcotics Officer Joseph Bannon reported
San Francisco District Attorney Terence Hallinan to the DEA
for a possible breach of security. The District Attorney was
subsequently investigated.
Search Warrant Issued for a Rainbow Flag: From Investigative
Report #89, BNE
_  A search warrant was issued for a package mailed from
Californians  for Compassionate Use (Prop 215 headquarters).
The package contained an extra-large rainbow flag destined
for the New York Gay Freedom Parade. Because of this
seizure and search, the flag arrived the day after the  event.
Attempt to Purchase Large Amount of Marijuana Rebuffed:
Investigative Report #103, BNE
_ In an attempt to purchase a large amount of marijuana,
BNE agents harassed eight staff members of the CBC. They
were told eight times that the CBC only sold small amounts of
marijuana. They purchased one-eighth of an ounce.
Californians for Compassionate Use (Proposition 215
Campaign) Treasurer Targeted: From Investigative Reports
38, 111, 152, 17, BNE
_ State BNE agents targeted CCU treasurer, John Entwistle,
with investigations, surveillance, and interrogations about
property &  political donations. No improprieties were
uncovered.
AIDS Patient Forced to Lie in Own Vomit: From Investigative
Report #235, BNE
_  AIDS patient, Beth Moore, was handcuffed for hours while
she was vomiting. She was not allowed to take her medication.
Sexual and AIDS slurs occurred during the raid of her home.
Rogue Cops in San Francisco: From Investigative Report # 3,
BNE
_  Seven San Francisco police officers under the control of
Capt. Greg Corrales went behind the backs of two Chiefs of
Police to set up the CBC bust.
Per Dennis Peron, Director, Californians for Compassionate
Use:           "After reviewing these documents over and over, 
it became clear  that I was witnessing the beginnings of a
police state. Everyone was on  automatic. The surveillances,
interrogations, threats, warrants, infiltrations, informants, and,
in some cases, double agents, all emanated from the Bureau of
Narcotics Enforcement (BNE). Who ever heard of the BNE?
Whoever heard of  the EDD (Employment Development
Department)? Who are they? What do they do when they are
not stalking sick people smoking pot? Who are we as a
people? Where are we going as a country? Can democracy
survive against a secret army?"
