As far as I've been able to determine, it would convert any mixed case
input for help into all upper case. Doesn't change the value of help and I
didn't think it was totally necessary, but Bob Brisco indicated in a
message to you on Thu 04 Dec 03 {at} 16:02, that it was required on his system
or else he would have problems. He might be running on a system where
mixed case produces different results (i.e., OS/2, *nix)... That change
didn't produce any ill effects on my system, so I inserted it as an attempt
to placate Bob.
