No it DOESN'T.  It fails to auto-baud on ATZ, making it WORSE
than a Rockwell.  I did not even have this problem on my Spirit II,
which is arguably one of the worst V32bis modems you can get.

This is what the online manual says in Appendix C...
Z       Software reset to NVRAM settings when DIP switch 10 is OFF (factory 
	setting).  If DIP switch 10 is OFF, the modem resets to the &F0 
	configuration template, with no flow control.

If you are saying that the above is documentation that the last
speed stored in NVRAM causes the auto-baud to not work on ATZ,
then for starters, that's a leap in faith, but secondly, that
means the USR has a genuine DESIGN FAULT rather than a bug.
