Because it is at level FP15.
But the Warp4 GA isn't (obviuously) not fixpacked at all, thus not
installable onto that system. Elementary, I would say.

Because your utility diskettes aren't at GA level but at an appropriate
W3 level. That's why. And now you are telling it, it all reverts to the
trio Fdisk, os2dasd.dmd and ibm1s506.add.
I guess the files on your W3 diskettes must be at level FP36 or later.
Why can't you do your emergency thing with the W3 diskettes?
Theoretically you should be able to create valid utility diskettes with
the W4 FP 15 partition. But as the basedevice drivers had grown
dramatically over the years, it could well be you can't pump all
necessary files onto disk one, and there is no warning about that IIRC.
For your purpose, imho it would be more sensible to use bootos2. That
program never failed in my diskette epoca.
