From: "Frank Haber" "Pax Americana" was used a lot here in Liberal Central, NYC, with no knowledge of the neo-con appropriation of the word. It was used ironically, of course, to remind everyone of the dangers of overreaching. I believe it was used a little bit also after the FIRST World War, by internationalists, to promote American force projection, perhaps to bolster the ineffectual policies of the League of Nations. It'd make an interesting day's research for somebody. Cf.
