No, what he's basically saying is that this is the way things
SHOULD work:
1. A V32bis caller connects, and then no retrain is done, because
it's at the maximum speed of V32bis already, no point trying to
go higher, you'll never succeed.
2. A V32ter caller connects, and then you can retrain if you want,
because V32ter has more flexibility with the speed (I don't know
this myself, it's just what I understand Rod is saying).
But what is happening is this:
1. A V32bis caller connects, and a useless retrain is requested.
2. A V32ter caller connects, and a retrain is presumably done, no
problem with this at all.
