The problem wrt the US is much deeper unfortunately & is a product of the Pols picking their voters rather than vice versa. If you wanted to really re-invigorate US politics you'd scrap term limits & have all districting done by simply taking the population in question (i.e. the electorate) , divide by number of seats & then start counting from a point of the compass e.g. the southern most point towards the northern most point. Then you'd probably have less need for term limits as there'd be more churn.
