He probably carried it with him - an awful lot of people do, these days.
Most modern grab bags and rucksacs have mesh pockets on the outside for a
bottle of water - three out of four train passengers these days have a
bottle of water with them.

(The other quarter tend to carry McEwans, Carling, etc. GBP2.60 from the
cart on the train, GBP0.72 in the shop outside the station.  Go figure.)
