Synchronet BBS (http://www.synchro.net) does that out of the box. I have my
bbs (reality.synchro.net) configured to gate my general message base to a
listserv-type email list (subscribe/unsubscribe through email commands),
there's a web interface, and NNTP - you can check out and post to the
message bases with any news client like Agent or Outlook Express.

All of this, plus an IRC server, multi-node telnet, and built-in QWK
networking. And it's open source.
