 STATIC - BASIC declaration that makes simple variables or arrays
          local to a procedure (or a DEF FN function) and preserves
          the variable values between procedure calls

     I don't believe "should be", but "could be": if
you want the value to remain the same when you call the
procedure again, then STATIC is useful.  You can read
more in Help.
