V.32bis had this back in '91, though some manufacturers either didn't
implement it, or do it all that well .. from my April '91 DPX596 notes:

 "V.32bis defines:
  [among other things ..]

 "A quick rate change protocol which permits one modem to request a
rate change and for both modems to agree on the highest rate both can
accomodate.  Since the modems are already trained up, the rate change does
not require a retrain, and may be accomplished in about 100mS!

 "A quick clear down feature which replaces the retrain disconnect of
V.32 with a quick rate change to zero(!), shaving seven to ten seconds off
the clear down time.

 "V.32bis does not define the algorithms which manufacturers shall use
to determine the necessity for a speed change, thus allowing real
throughput to be dependant upon the manufacturer's skill."
