And nobody does. Bush had to do something to respond to the intelligence
report. He knows well that Congress will never agree to put all the intel
agencies under one roof and one overseer, whether that overseer is in or
out of the White House.

Remember, Bush opposed the creation of the Homeland Defense Dept. and even
Congress refused to include either the FBI or the CIA in that hodgepodge of
nothingness.

The intel report was a farce in any case. Both leaders stated publicly that
they deliberately left out of the report anything that the members couldn't
agree on unanimously. Aside from the obvious fact that it completely
ignored Bush's role, the call for a consolidation of intel agencies was
about the only thing they could recommend that might be seen as justifying
the investigation and that despite the fact that both men know full well
that nothing will ever come of the recommendation.
