Yes it is, which is why the Defense Of Marriage Act was passed several
(many) years ago.  It provides a federal statute basis for states not
honoring marriages between gays from other states if they don't want to so
do.  However, to try and make sure some federal judge doesn't rule the
Defense of Marriage Act unconstitutional there is new legislation starting
up in the House that exercises congress authority explicitly provided in
the constitution to limit the jurisdiction of the federal courts.  It would
remove DOMA and this subject matter from Federal Judge jurisdiction.  It
would guarantee as much as possible without a constitutional amendment that
no activist federal judge would try to undo what the congress and state
legislatures decide on this issue.

Kerry voted against DOMA and the national democratic party is also against
this latest protection or backup for DOMA.
