On going through my past files, I find that the USR had (and still has) the
facility to do port lock for high speed, and speed shift for low speed
calls.

Complex little beast to setup and run I suppose - but the idea was that it
gave fast response to command changes at 2400 baud, while still running
well with big buffers at 33.6k.

Paper only - I've never done it, and I've never seen it - but the claim is
that more than several BBS systems in the USA used it, and used it hard.

IMHO, this bit is an artifact of that capability.  Still a bug as far as
I'm concerned however.  Not gonna loose any sleep over it - my port is
locked at 57600 and stays there, with &W done to be sure from Bink
terminal mode.
