Erm...  You mean 3250+ CPS, I hope :)  My olde 2400 was almost as fast as a 

3250bps!!! :)  Anyway, with your 3250+ CPS modem - I guess that's a V.34 or

V.34+ Courier?

Well, RTS means that the computer is always wanting to send data.  SD and CTS

flashing SIMULTANEOUSLY means that the modem is ready to receive from the PC

AND sending in short bursts...
