Start their own businesses?  By all means!  IN MEXICO supplying all the
"American" companies that moved jobs, business and/or manufacturing down 
there.
Then, they could ship all their goodies back north to the "Mericons".  They
can then skip north of the border and resale the *free trade* stuff to the
rest of us!  Then they would be adding to the tax base of California instead
of being part of the billion dollar freebies list.  :-)
