FWIW, "%L11" doesn't help me get 28.8Kbps to David Drummond in
QLD (me in NSW), but "#T9" certainly does the trick.  There's
something in that for all of us, perhaps?  There's a USR in Cowra that I
would only get 19.2Kbps connections to with the default "%L13" -
whack in "#T9" and I get a 21.6Kbps connection.  Definitely
something going on with the transmit levels of the M34F.  One assumes that
Austel reckons you should only transmit between -11dBm and -19dBm, yes? 
One makes that assumption since they're the only documented settings for
the M34F.

If so, then would it be the USR "at fault" for not accepting such
connections at a higher speed, or is Telstra proving poor quality lines?

Agreed.  There are only two things that (slightly) worry me about the M34F
(still have a Series 3 M7F in a box here!):

1.  Rockwell DSP not Flash upgradeable.  Checked with NetComm, V.34bis will
    definitely require a new chipset replacement.  Bummer.  No 64-state
    trellis coding, either.  No real idea what that means, but
    Bill Grimsley tells me that it's a "must have".  :-)

2.  The problems Paul Edwards is having with two particular modems - a V.34
    USR Sportster, and a V.32bis (V.32?) Maestro.
