I don't know.  I personally knew how to make a form of gunpowder out
of sulpher, charcoal and saltpeter when I was about nine or ten.  I was
not a farm boy either.  ID of large purchases would only make a lot of
small ones the methology.  I believe that the best deterrant is to put
violators away via a speedy trial and for a long, long time.  This is
the type of crime that should carry mandatory prison time rather than
marijuana and, no, I don't want to open that can of worms again.  :^)
