Sounds like your sister's aunt is like my aunt was...the self appointed
family information filter. What I finally resorted to was trying different
times of different days to call so that she wouldn't expect that it might be
me. One time to try might be when she'd likely be at the beauty parlor
getting her hair done. Or when she'd be likely to be doing her weekly
grocery shopping. Calling during the evening would most likely mean she'd be
home.
If possible, your sister might want to try to obtain a copy of the city
directory page that her b-father is listed on so she could find out where he
works and try to call him at work. It may not be as easy for him to talk
openly with her from work, but she could possibly arrange a more convient
time when HE could/would answer the phone at home to continue their
conversation.
Another tactic that could be used is to call person-to-person which means the
operator will only put the call through if her b-father is there and accepts
the call. Unfortunately, those type of calls are very expensive since the
operator is involved in placing the call.
