Never said that ... just that the Russian words are rethorics and they don't 
possess the operational means.
 
Have you ever seen Putin on TV? Ever noticed he never looks into the camera 
when making a statement? And they do have teleprompters as well in Russia.
 
I get cold shivers when I see/hear Bush's ... ehr ... "rethoric".
But I have 
similar strange sensations when seeing Putin on TV.
