Pretty-much so.  They've never really done much with that character except 
make her annoying as hell more often than not.
But I can understand why Meaney might want to move on to other things.  If 
O'Brien does buy the farm, I hope that they do a better job of it than they 
did with Yar on TNG.  I also hope he stays dead once he's been rendered so.
