Each unit is supposed to be 1/1000 of a second.  There really is a difference 
in the speed between my older modem that supported S11=35 and the newer ones 
that only support down to s11=50.  The difference is one that you can readily 
hear, although it would be tough to measure.  At S11=35, the length of time 
to dial would be under a 1/2 second.
