I would not worry about it.  Just let nature take its course. The male will 
drive you and everybody else crazy whistling etc. The chances are that the 
Hen will conform and let him breed her just to shut him up. And then - presto 
- eggs will start to appear in the nesting box, and the birds - both of them 
- will start sitting on them. Good Luck. you might want to buy some earplugs 
in the meantime.
