this depends on source code in general being universally harmless...
your own federal government does not agree with this (as evidenced by
the fact that the book applied cryptography can no longer be shipped
anywhere with the source code on computer readable media)..
virus source code is not nearly as harmless than cryptographic source
code... it is ultimately legislatable and the only reason it hasn't been
is likely that the bureaucracy hasn't gotten around to even thinking
