Sounds like the "Skip Reduction Unit" sold for CB a few years back.
Go to Radio Shack or someplace and buy an aluminum box, as small
as you can get it. Get a couple of antenna connectors and a
variable resistor. Since you're not transmitting, it can be the
cheapest they've got. You may have to experiment with the omage.
You'll need a short length of antenna cable with the same
connectors as your scanner.
Put an antenna connector on each side of the box, and put the
resistor on the top/front. Run a wire from the center of each
connector to the sides of the resistor. Assemble the box and
connect your scanner to one side, the antenna to the other.
Once installed, turn the resistor until you no longer hear the
distant stations. Note that you will also no longer hear LOCAL
stations that you might want to hear, such as handhelds, some
mobiles, etc. You are cutting down on the amount of signal that
is reaching your scanner.
Another option would be to get an antenna such as a rubber
duckie. Range would be severely limited.
Or you could just listen to what the distant stations have to
say.
