Back right after 9/11 Fox explained this and why they would therefore
always refer to Usama as Usama and Osama.  On Fox it is the hunt for UBL
not OBL. I remember back in 1991 during the first gulf war that a similar
explanation was given for President Bush referring to Saddam Hussein as
"Sad -Em" Hussein instead of "Sa Dam" Hussein  "Sa
Dam" was the way to pronounce it when giving respect and "Sad
Em" was the way to pronounce it if his mother was a lowly goat herder.

Anyway, when referring to the enemy its UBL and Usama Bin Laden if you
don't want to be understood as giving him praise as a leader or holy man. 
Osama Bin Laden if you are confused about whether the USA are the good guys
or not.  Naturally Dan Rather, CBS, ABC, et al refer to him as Osama,
because they haven't been sure for a long time whether they are on
America's side or not.
