AFAIK, they've been continually upgrading their codes and am sure the
rebuilds when disaster hits are required to be up to snuff on those new
codes. But, the bottom-line is a trailer park is history in a big storm, no
way to fully prevent it. I would add though, that it would seem prudent to
replace the trailers lost (tons of them this time) with permanent
structures - it's not like anyone ever actually moves a trailer.

Maybe I'm a dreamer, but it seems pouring slabs and building concrete block
replacement structures in the same footprints as the demolished trailers
would not be any more expensive short-term, and certainly not long-term.
