Because the manufacturer doesn't want you to.

Similarly, NetComm modems can only be set as low as 4 seconds.  And only up

to a maximum of 7 seconds - a very narrow margin.



I also find this annoying as 2 seconds is usually long enough to get a dial

tone from the exchange, particularly the newer AXE or S-12 digital exchanges.

I've never had any problem with the 4 second delay when using any fax

software, DOS or Windows.  I suggest that the problem lies elsewhere.
