I agree with you. In order to run Netscape/2 you will need to install FP 26 
for Warp 3.0.  FixPack 1 for Warp 4.0 will allow the installation of the OS/2 
components of SmartSuite (Internet capable...)
However, I've run into problems with FP3 and backed out to FP1 for now.
