That's because you disabled V.8 completely, and not just its CI tones.  In
fact, my USR actually defaults to S54=64 (CI disabled).

               Bit 6 (ATS54.6=1) disables Call Indicate (CI).

               Bit 7 (ATS54.7=1) disables V.8.
