That sounds like it's potentially an issue with the interrupt vector.
Interrupts would be disabled without a mouse configured. I'd do some
testing on it, but alas i have neither a 2mb expander or a Zip 8000.
Only 4Mhz Zips... Both my Zip 8000's died (the wonky cache issue)
