SFO disagrees with Goldsmith - charges WERE possible:

"But SFO director Robert Wardle has said it is not possible to reach
such a conclusion until such probes are over.

He told the Financial Times: 'There is no guarantee that charges will be
brought until you've completed an investigation... so I had perhaps a
different view.'"

Of course he had a different view - if he hadn't he'd have canned the probe himself.
