Not only do NetComm support asymmetrical link rates with V.34, they also
appear to speed-shift transparently, just like the USR.  Recent polls to
Paul's board have shown an initial connect of say 21600/24000, yet the
final stats sometimes indicate that the modems have shifted up (without
retraining) to 28800/28800.  The USR is certainly far superior on marginal
lines though.
