The military leadership realizes that the escalation will be yet another
empty gesture by the Bush people, designed to create the illusion that they
are doing something positive.  Simply put, GW Bush is getting ready to
sacrifice more Americans  troops for his own short term political gain.

Here's the key line from the excerpt I posted:
