All you need to do to fix this situation is to hook your antenna to the convertor box, then take the coax out from it to the coax input on your VCR/DVD and the coax out from that to the coax in on your TV. The VCR/DVD will do the pass-through of the converter box signal but will block it when the VCR/DVD's TV/VCR button is in the appropriate state. The reason it doesn't work in your current configuration is because the converter box is designed to received digital signals and convert them to the older analog format.
