For my system, I flash in a DOS SESSION under OS/2 Warp v4.0 using DSZ 
command line commands...
FIRST:  ECHO AT&C0 > com1
SECOND: ECHO AT** > COM1
THIRD: DSZ PORTX 3F8,4 SX BET1201.SB7
This has always worked very well for me...
Replace the com port in the above with the one you are using..
Make sure you know what HEX your com port is... and the IRQ too...
I don't have to unlock my port, or do anything fancy... It works great!
