I have a weekly batch file that runs every monday AM - and I used it to
call O_RENUM and other once a week functions early Monday morning.
Night1 batch runs Tick, Availist, etc on a daily basis (other than Mon)
Fido required Net Mail Hour is 4-5AM
Fido required National Mail Hour is 5-6AM here in the DC area
I also have New Mail Hour for othernets. I poll twice a week for them.
I have a 05:58 daily event that runs a batch file and forces a reboot. It
also checks the inbounds and tosses any mail that arrived in the previous
mail hours. (I don't use it under Win-NT, but it was very useful with DOS/DV)
I hope this file helps. You'll have to rethink your system and
haveBinkley.BAT as the main focus that runs everything. Opus becomes merely
an exit from Bink, as does mail tossing, etc. I do have a ton of Config and
batch files archived online and freqable if you need more help. At one time I
had a 4 node Opus/Binkley system running under DOS/DESQview - all 28.8k
modems!
The whole thing ran on an AMD 486d-66 with doors, cross-line chat, etc. These
days, my needs are simpler and the BBS is just 1 line under Win-NT 3.51
Best of luck with all this - write if you need more help, or FREQ
OPUSFILE from me for a list of all the Opus/Fido files I have available.

Still a fan of the big bird ...
