I do not believe Word 95 uses an INI file. It uses the registry and 
normal.dot.  The only way to ensure that normal.dot is the same every time 
Word is started to copy a master just before starting word. Alternately, if 
the default normal.dot is acceptable, you can delete normal.dot just before 
starting word, allowing word to dynamically create a new one.
Alternate #1 (add appropriate paths to these commands)
        copy master.dot normal.dot
        winword
Alternate #2 (add appropriate paths to these commands)
        del normal.dot
        winword
To retain the registry settings is much trickier and requires that a copy of 
the relevant registry settings be stored in text file, then reloaded just 
before starting word using regedit.exe
