SC} It would be better to get a scanner that can receive PL tones and use 
that.
SC} If your fire department doesn't use PL tones, you can
SC} either turn up the squelch or install an attenuator in the
SC} antenna line.  Radio Shack sells attenuators for TV use,
SC} you can splice them in line with a pair of "F" connectors
SC} appropriate to your cable.  Of course, TV antenna lines are
SC} 75 ohms and your scanner line is 50 ohms so you will lose
SC} some additional power with the mismatch, but that's what
SC} you want to do in the first place!  
        BTW: What are PL tones?  Are they the ones that sound like a
        phone, or are they the older two tones (county still uses
        those)..
