recycle is the ability to re-dial a number when there is no carrier. When the 
phone dials a number, if the number is busy or does not answer, the program 
recycles (re-dials) the number untill a carrier is detected.

Try running Telemate without Nortons loaded. Telemate needs memory that 
Nortons is taking up.

Read the documentation on the disk that Telemate came on, or it is in the 
Telemate archives.
