Most null modem cables would not have RI connected; if yours does, that's a bit
non-standard -- what is it connected to? The PC can't control RI, so it
can't just generate one that easily, unless RI has been cross-connected to
another serial line it can control.

Also, most BBS packages wait for "RING" from the modem, rather
than using RI, because not all modems honour RI.
