WASHINGTON -- Paul Wolfowitz's ascension to head the World Bank
would mean the No. 2 and No. 3 jobs are coming open at the
Pentagon, leaving fellow neo-conservatives to fret that their
influence might wane at the U.S. defense headquarters.

In Europe yesterday, some diplomats and aid advocates expressed
the opposite worry: that foreign policy hard-liners like
Wolfowitz are expanding their reach out of U.S. government and
into the top jobs at two world bodies.

Bush yesterday nominated Wolfowitz, his deputy defense secretary
and an intellectual architect of the Iraq war, to head the World
Bank. Just last week, he tapped neo-conservative firebrand John
Bolton, the State Department's arms-control chief, to be the U.S.
ambassador to the United Nations despite Bolton's past dismissive
comments about the agency.

Most experts say the neo-conservatives have nothing to worry
about at the Pentagon, since the ideas espoused by Wolfowitz and
outgoing policy chief Doug Feith have been adopted by no less
than President George W. Bush himself. Even the expected
departure of the No. 1 man sometime in the not-too-distant future
- Defense Secretary Donald Rumsfeld, who has fallen out of favor
with the neo-conservatives - probably wouldn't provoke a major
shift in Pentagon policy either way.

For the Europeans, the picture is much more cloudy.

Bush on the one hand seems to be reaching out a new and more
receptive hand for diplomacy in his second term, with a recent
well-received trip to Europe and an agreement to back European
incentives to encourage Iran to give up its nuclear program.

But Bush's personnel picks at the World Bank and the United
Nations signal he hasn't lost his own hard-line edge, experts
say.

Wolfowitz in particular has been a lightning rod for European
criticism over the Iraq war, as one of the leading proponents of
the idea that Iraqis would greet U.S. invaders as liberators.
Wolfowitz also disagreed publicly with a four-star general who
estimated several hundred thousand troops would be needed to
pacify Iraq - a prediction largely borne out - and severely
overstated how much Iraqi oil revenues would pay for the
occupation.
