The last test study, done by the FBI, was reviewed by our union.  The smaller
caliber rounds tend to fully penetrate the Kevlar.  However the rounds were
significantly slowed and penetration into the body was minimal.  Myself, any
bullet wound ain't minimal.
We're trying out a new material that is light, and more resistant to
penetration.  Still have to wear the shock plate though.
