The Apple Tech In fo Library on Apple's website may have some
information... I was able to get the keyboard control panel to change the
keyboard on the fly, so a restart should not be required.  The other thing
that may be causing the probelm is a stuck key somewhere else on the
keyboard. I recall that I had a similar problem and I coudl clear it by 
cleaning the keyboard. The one I have is a "Keyboard II" and I
was able to disassemble the case and clean the mechanics (and attached
electronics) out in warm water (no soap!!!) and allow them to air dry for a
day or so.   I do not recommend this treatment for the faint of heart, or
those who need a quick fix, because you need to be careful with the
flexible wiring inside the keyboard, and you really do not want to heat the
keyboard up to speed up the drying process because you may wind up killing
it totally.  Also, not all Mac keyboards are built the same way as the one
I have, so your results may vary from mine, should you try this.
