SEEN+BY stripping isn't necessary anymore, but it does create some reduncancy
in the network by creating dupes. So it isn't too bad if it doesn't happen too
much. ;)
However good dupe detecting is important to prevent unnecassary dupes like the
Path example I gave before, where a message passes through a system for the
second time without being detected as dupe. That's just plain stupid...
