I would agree that voters are getting fed up and not turning
out in the numbers they have in the past but your figures are
off by quite a bit. Canada has one of the highest voter turnouts
in the world, where voting isn't 'required or forced'.
(i.e.. In Australia you are fined for not voting..)

Total percentage of unspoiled ballots compared to the total number
of elegable voters since 1980 (Elections Canada) were as follows:

1980 69%

1984 75%

1988 76%

1993 70%

1997 67%

2000 61%

2004 60.5%
