That's more or less what i'm doing with the system that i mentioned above where i only get 4800, it's a local call and if i allow the modem to select it's own speed starting at 28800 it usually takes 3 to 4 attempts to get an EC connect which adds up to around $1 for the mail poll but starting at a lower speed i get 4800 EC 1st time every time.
